Plans to review, optimize 750 administrative procedures in Belarus by year end

Plans have been made to review and optimize 750 administrative procedures by the end of the year. Belarusian Economy Minister Aleksandr Chervyakov mentioned it as he met with Director General of OAO Servicization and Reengineering Agency Vyacheslav Bylina and the agency's First Deputy Director General Sergei Rudnev, BelTA has learned.

According to Aleksandr Chervyakov, the purpose of the meeting is to discuss a roadmap on the development of the recently established agency: what has already been implemented and what is supposed to be implemented in the near future, what support the Economy Ministry has to offer in order to invigorate the optimization of administrative procedures as per instructions of the head of state.

According to the agency's management, personnel have been hired for reengineering business processes, international experience has been scrutinized, administrative procedures have been mapped out step by step, a regulation on interaction with government agencies for the sake of reducing the administrative burden on commercial entities has been passed, administrative procedures have been earmarked for optimization, the architecture for registries of metadata and digital services has been developed, and other steps have been taken.

The economy minister drew attention to the algorithm of joint work on optimizing the administrative procedures this year. In his words, the agency will have to analyze 750 administrative procedures. By the end of August the Economy Ministry is expected to receive a ready package of proposals on optimizing these procedures. Once the proposals are reviewed by a working group, which will include representatives of government agencies, the private sector, and the parliament, the approved initiatives will be forwarded to the Council of Ministers. Upon instructions of the first deputy prime minister government agencies will convert the initiatives into draft legislation. “I want you to pass all the documents on the 750 administrative procedures by the end of the year,” Aleksandr Chervyakov said.

As far as automation is concerned, the agency intends to create a unique tool for reengineering and digitizing administrative procedures. Registries of metadata and digital services will be commissioned in December. In other words, ready tools for digitizing administrative procedures will be available then.

“In the future we will get an overall picture of the system of administration and regulation of interaction between the state and the private sector with bottlenecks, which drive up costs of entrepreneurship and deter its development. In view of that we will be able to work out priorities and tasks. In essence we will create a tool for managing administrative processes,” the Belarusian economy minister pointed out.
